Sparkling Body Butter Recipe

Even though the title of this recipe is Sparking Body Butter recipe on The Majestic Mountain Sage website, I am wondering why it is a body butter recipe and not classified as a cream since one of the ingredients is distilled water and the other is stearic acid.  Normally a body butter does not have water as one of its ingredients.  If I were making this product and selling it I would not label it as a body butter but as a cream. For those who are experts in this area could elaborate and clear this issue up.  I like the recipe and have to try it someday.  How about you?
